Community first responders (CFR) are nearby and trained volunteers that can be dispatched via a smartphone app in case of emergencies. By dispatching these CFRs, volunteers are able to cover the first crucial moments of an emergency before professionals such as ambulances, firefighters, and police arrive, reducing the workload of emergency services and decreasing the negative consequences of emergencies by doing so. In general. SPRINTER prepares the Netherlands for a wide-spread use of CFRs. As there are currently no mathematical methods available to support strategic and operational decision-making within CFR systems, the research will focus on developing methodologies and algorithms to ensure that CFR systems operate as efficiently and effectively as possible. This includes modeling the effectiveness of CFR systems in relation to the number of volunteers / quantifying the impact of volunteers, developing and optimizing strategies of how to alert volunteers, and optimization the training of volunteers.
